The PHIOON method

A system that is allowed to say: we don’t know yet.

PHIOON is built around explicit evidence boundaries. It separates what was observed from what was inferred, what was developed from what was confirmed, and what is unavailable from what is genuinely zero.

01

Freeze before measuring

Record the question, evidence roles, assumptions and method before a governed decision is produced.

  • Immutable revisions and source identity
  • Development and confirmation boundaries
  • Versioned policy and method receipts
02

Keep claims separate

Do not collapse different questions into one confidence score or attractive badge.

  • Historical dispersion versus mean uncertainty
  • Goal fit versus confirmation status
  • Job success versus strategy evidence
03

Refuse unsupported certainty

Missing history, incompatible contexts and method limitations suppress the affected claim.

  • Incomplete is not converted to zero
  • Ambiguity is retained rather than invented
  • Inconclusive is a legitimate decision
Illustrative evidence boundary

A completed calculation can still support an inconclusive decision.

A fictional candidate has complete development results but insufficient independent confirmation duration. The system preserves both facts without promoting the candidate.

PHIOON does not convert historical evidence into a probability of future profitability, eliminate regime change, or prove that external human exposure did not occur.
Illustrative decision receipt
01

Development evidence is available and remains exploratory.

02

Confirmation evidence fails the declared duration requirement.

03

The decision is inconclusive, with the missing capability named.

Fictional demonstration · not live performance
